Four departments jointly deploy plan for phasing out old chemical equipment

The Ministry of Emergency Management, the Ministry of Industry and Information Technology, the State owned Assets Supervision and Administration Commission of the State Council, and the State Administration for Market Regulation recently jointly issued the "Work Plan for the Elimination, Withdrawal, and Renovation of Old Chemical Plants" (hereinafter referred to as the "Work Plan"), and deployed relevant work.
Currently, some of the chemical plants and equipment built in the last century in China have been in operation for a long time. Due to the design and construction standards and equipment manufacturing level at that time, some of the plants and equipment have corroded and aged after long-term operation, and their safety guarantee capabilities have decreased. In addition, problems such as incomplete monitoring facilities and insufficient safety spacing have led to the accumulation of safety risks and hidden dangers, and entered a period of concentrated exposure. The Work Plan specifies the classification and management requirements for the old equipment, pressure liquefied hydrocarbon spherical tanks, and some atmospheric combustible and highly toxic liquid storage tanks identified in recent years among the enterprises that have obtained hazardous chemical safety production permits and safety use permits. Based on industrial policies, safety standards, safety risks, and other situations, the plan aims to eliminate one batch in accordance with the law, orderly withdraw one batch, and upgrade one batch.
The Work Plan requires all regions and relevant central enterprise headquarters to carefully organize, clarify timelines and roadmaps, optimize policy supply, strengthen technical support and financial support. The relevant departments will increase their support, strengthen supervision and inspection, enhance policy promotion, timely study and solve problems in the promotion process, and ensure that all tasks are completed with quality and quantity guaranteed.
